Yemen is enduring one of the most severe and prolonged humanitarian and development crises in the world. With approximately over 80% of the population living in multidimensional poverty, millions displaced by conflict and climate-related disasters, and youth unemployment almost exceeding 50%, the country faces critical challenges in every sector—education, health, infrastructure, and economic stability. Rural areas, where the majority of Yemenis reside, remain particularly underserved, with limited access to essential services and livelihood opportunities.

In such a fragile environment, microfinance plays a transformative role by extending financial services to populations traditionally excluded from formal banking, such as women, youth, rural entrepreneurs, and small-scale farmers. Microfinance enables individuals to start and grow businesses, invest in essential needs, and build economic resilience. Unlike emergency aid, it fosters long-term self-sufficiency by recycling capital through revolving funds and cultivating a culture of savings, accountability, and entrepreneurship.

As Yemen’s pioneering microfinance institution, Al-Amal Microfinance Bank (AMB) has been at the forefront of financial inclusion since its establishment. With a proven track record of serving over 330,000 clients, including 35% women, AMB integrates financial products with business development services to empower vulnerable groups. Through its specialized non-financial arm, Reyadah Foundation, AMB also provides technical training, mentoring, and market access, making it a unique driver of sustainable economic recovery in Yemen.

Building on this foundation, the Al-Amal Development Program (ADP) is a five-year strategic initiative launched by AMB to address Yemen’s most pressing development needs through integrated, scalable solutions. ADP focuses on youth and women’s empowerment, economic resilience, rural development, and green financing. It combines microfinance tools with non-financial services and international partnerships to transition communities from aid dependency toward long-term development and self-reliance.

The primary objective of ADP is to drive inclusive and sustainable development in Yemen by addressing systemic poverty, unemployment, and environmental degradation. The program empowers vulnerable groups through integrated financial and non-financial solutions designed to enhance livelihoods, promote climate resilience, and build economic self-sufficiency.

ADP’s interventions are structured around five strategic pillars designed to address Yemen’s most urgent development challenges while building long-term community resilience. Each area targets a critical sector with tailored tools, financing mechanisms, and capacity-building programs to maximize impact and promote sustainable development. ADP focuses on five core pillars:

  • Youth Empowerment: Provides subsidized loans, skills training, and startup incubation to support youth-led enterprises and reduce youth unemployment.
  • Women Empowerment: Offers financial access, entrepreneurship coaching, and advocacy to enable women to achieve economic independence and social inclusion.
  • Economic Empowerment & Livelihoods: Strengthens medium, small, and micro enterprises (MSEs) by combining affordable financing with vocational and business development services.
  • Rural Development: Enhances agricultural productivity, infrastructure, and food security in rural areas through microloans and technical assistance.
  • Green Finance: Promotes environmentally sustainable solutions such as solar energy, climate-smart agriculture, and water conservation through specialized funding and training.


ADP represents a transformative approach to development in Yemen, one that replaces aid dependency with sustainable growth, local empowerment, and long-term resilience. Through strategic investments in microfinance and inclusive development, ADP aims to unlock the potential of Yemen’s people and pave the way for a brighter, self-sufficient future.
